Bihar Chief Minister Nitish Kumar has expressed doubts over the capacity of the proposed institutional framework to carry out cleaning of the Ganga and ensure bringing down of pollution as planned by the National Ganga River Basin Authority.

Speaking at the first meeting of the Authority here on Monday, Mr. Kumar welcomed a mission mode approach being taken at the Central level to conserve the Ganga river basin, but felt that the proposed institutional framework needed re-examination.

He said design implementation of the projects had to be undertaken primarily at the State level and thus there was a need for institutional structure and capacity-building at the State level.

But, according to him, there was no such provision for the same. He suggested that a robust mission mode structure was required at the State level for providing the aforesaid technical and administrative support for which the Centre should provide financial and professional assistance.

The Chief Minister appealed for comprehensive riverfront development incorporating storm water drainage, sewage treatment plants, river bank rejuvenation, flood control and river front beautification as an integral aspect of river conservation and not something to be looked upon as commercial development.
